Consumer Confidence is Up but Retail Spending is Down

Consumer confidence is up but retail spending is down. Interesting paradox. People who don't have money to spend are optimistic, but people who do have money to spend are pessimistic? I'm thinking it's all about Trump. But whether optimistic or pessimistic, I think as retail sales go, so does the rest of the economy.
